Notice is hereby given that the Planning and Zoning Commission of the City of Haslet will hold a public hearing at 6:30 p.m. on Monday, October 30, 2017 and the City Council of the City of Haslet, Texas will hold a public hearing at 7:00 p.m. on Monday, November 20, 2017 in the Community Room, 105 Main Street, Haslet, Texas. An ordinance repealing and replacing Chapter 14 Planning and Zoning of the Code of Ordinances of the City of Haslet and adopting a new zoning map in compliance with the adopted Comprehensive Plan of the City of Haslet, Texas, adding Article 4.05.015 Oil and Natural Gas Operations and Pipelines – Supplemental Regulations and adding Article 3.15 Wind Energy Systems to the Code of Ordinances of the City of Haslet; providing that this ordinance shall be cumulative of all ordinances; providing a severability clause; providing a penalty for violations; providing a savings clause; providing for publication; and providing an effective date.

CITY OF HASLET CAPTION FOR ORDINANCE NO. 018-2017 REGULATING ACCESSORY BUILDINGS

An Ordinance of the City of Haslet, Texas, amending the Zoning Ordinance, by amending the setbacks for accessory uses in each residential zoning district; amending Section 2.2 “Definitions” to revise and add definitions relating to accessory uses and structures; and adding a new Section 11.4 “Number and Size of Residential Accessory Structures”; providing that this ordinance shall be cumulative of all ordinances; providing a severability clause; providing a penalty clause; providing a savings clause; providing for publication in the official newspaper; providing an effective date.  Any person, firm or corporation who violates, disobeys, omits, neglects or refuses to comply with or who resists the enforcement of any of the provisions of this ordinance shall be fined not more than Two Thousand Dollars ($2,000.00) for all violations involving zoning, fire safety, or public health and sanitation, including dumping or refuse, and shall be fined Five Hundred Dollars ($500.00) for all other violations of this ordinance. NOTICE OF PUBLIC HEARING OF CITY COUNCIL ON 9/25/2017 FOR FY 2017 2018 OPERATING BUDGET
Notice is hereby given that the City Council of the City of Haslet will hold a public hearing at a Special City Council Meeting to be held at 6:30 p.m. on Monday, September 25, 2017 in the Haslet Community Center, 105 Main Street, Haslet, Texas. The purpose of the public hearing will be to hear public comments for the consideration of the proposed City of Haslet Operating Budget for Fiscal Year 2017-2018.  This budget will raise more revenue from property taxes than last year’s budget by an amount of $182,719.96, which is an 8.11 percent increase from last year’s budget.  The property tax revenue to be raised from new property added to the tax roll this year is $5,681.

PUBLIC NOTICE REGARDING APPLICATION TO TEXAS PARKS AND WILDLIFE DEPT FOR GRANT
The City of Haslet is submitting an application to the Texas Parks and Wildlife Department,
Non-Urban Outdoor Recreation Grant Program.  This proposed grant application will make improvements facilities located at Fire Station Park, 1701 FM 156 S., Haslet, TX 76052 on approximately 38 acres, a portion of which contains potential wetlands and partially located in a 100-year floodplain.  Plans for the proposed project area available for review and comment at Haslet City Hall, 101 Main Street, Haslet, TX 76052 until 5:00PM Thursday, September 28, 2017.  Interested persons may call the City Engineer Travis N. NOTICE OF INTENTION TO ISSUE CITY OF HASLET, TEXAS, CERTIFICATES OF OBLIGATION
TAKE NOTICE, the City Council of the City of Haslet, Texas, shall convene at 7:00 PM on October 2, 2017, at its regular meeting place in the Haslet Community Center, 105 Main Street, Haslet, Texas, and during such meeting, the City Council will consider the passage of an ordinance authorizing the issuance of certificates of obligation in a principal amount not to exceed $750,000 for the purpose of paying contractual obligations to be incurred for (i) the acquisition of a fire engine and (ii) professional services rendered in connection therewith, and such certificates are to be payable from ad valorem taxes and a limited pledge of the net revenues of the City's combined Waterworks and Sewer System. The certificates are to be issued, and this notice is given, under and pursuant to the provisions of the Texas Local Government Code, Subchapter C of Chapter 271, as amended.

A tax rate of $0.333044 per $100 valuation has been proposed for adoption by the governing body of City of Haslet, Texas.  This rate exceeds the lower of the effective or rollback tax rate, and state law requires that two public hearings be held by the governing body before adopting the proposed tax rate.
The governing body of City of Haslet, Texas proposes to use revenue attributable to the tax rate increase for the purpose of funding the purchase of a new fire truck.

NOTICE OF APPLICATION TO AMEND A CERTIFICATE OF CONVENIENCE AND NECESSITY (CCN) TO PROVIDE WATER UTILITY SERVICE IN TARRANT COUNTY, TEXAS
The City of Haslet has filed an application with the Public Utility Commission of Texas to amend its Certificate of Convenience and Necessity for water CCN No. 12856 and to decertify a portion of City of Forth Worth for the provision of Water and Sewer utility service in Tarrant County.

Pursuant to Section 372.009(c) and (d) of the Texas Local Government Code, as amended, notice is hereby given that the City Council of the City of Haslet, Texas (the “City”), will hold a public hearing to accept public comments and discuss the petition (the “Petition”), filed by Triple "T" Farms, Ltd., a Texas limited partnership (the “Owner”), requesting that the City create a public improvement district relating to the LeTara development to be known as "Haslet Public Improvement District No. 5" (the “District”) to include property owned by the Owner located entirely within the extraterritorial jurisdiction of the City.

Time and Place of Public Hearing.  The public hearing will start at or after 7:00 p.m., Monday, January 16, 2017 at the City Council chambers in the Haslet Community Center located at 105 Main Street, Haslet, Texas.

General Nature of the Proposed Authorized Improvements.  The purposes of the District include the design, acquisition, and construction of public improvement projects authorized by §372.003(b) of the  Texas Local Government Code that are necessary for development of the Property, which public improvements will include, but not be limited to, onsite water and wastewater system improvements, offsite water and sewer system improvements, storm sewer and drainage improvements, roadway improvements, right-of-way acquisition, landscaping and trails, and other improvement projects (collectively, the “Authorized Improvements”).  These Authorized Improvements shall promote the interests of the City and confer a special benefit on the Property.

Estimated Cost of the Proposed Authorized Improvements.  The estimated cost to design, acquire and construct the Authorized Improvements, together with eligible legal and financial fees, eligible credit enhancement costs and eligible costs incurred in establishment, administration and operation of the District is $36,000,000.

Proposed District Boundaries.  The District is proposed to include approximately 265.610 acres of land generally located within the extraterritorial jurisdiction of the City of Haslet, Tarrant County, Texas, and being the same property generally located south of Avondale-Haslet Road and west of State Highway 156, and as more particularly described by a metes and bounds description available at the City Secretary's office in the City Hall Municipal Building located at 101 Main Street, Haslet, Texas and available for public inspection.

Proposed Method of Assessment.  The City shall levy an assessment on each lot within the District to pay the cost of the Authorized Improvements in a manner that results in imposing equal shares of the cost on property similarly benefited.  Each assessment may be paid in full at any time (including accrued and unpaid interest) or may be paid in annual installments (including interest and debt). 

Proposed Apportionment of Cost between the District and the City.  The City will not be obligated to provide any funds to finance the Authorized Improvements.  The cost of the Authorized Improvements will be paid from the assessments and from other sources of funds, if any, available to the Owner.

NOTICE OF MONITORING AND REPORTING VIOLATION FOR CITY OF HASLET WATER SYSTEM PWS ID 2200052
FAILURE TO SUBMIT A DISINFECTANT LEVEL QUARTERLY OPERATING REPORT (DLQOR) MONITORING, ROUTINE (DBP), MAJOR/CHLORINE

The City of Haslet Water System PWS ID 2200052 has violated the monitoring and reporting requirements set by the Texas Commission on Environmental Quality (TCEQ) in Title 30, Texas Administrative Code (30 TAC), Section 290, Subchapter F.  Public Water Systems are required to properly disinfect water before distribution, maintain acceptable disinfection residuals within the distribution system, monitor the disinfectant residual at various locations throughout the distribution system, and report the results of that monitoring to the TCEQ on a quarterly basis.

Results of regular monitoring are an indicator of whether or not your drinking water is safe from microbial contamination.

This violation occurred in the monitoring period of  Second Quarter 2015 (4/1/2015 to 6/30/2015).

We are taking the following actions to address this issue:  The City of Haslet performs daily monitoring of the chlorine residuals in our distribution system.  All Residuals for the second quarter of 2015 were performed and logged, but we failed to submit the quarterly report as required by TCEQ.  This was missed due to a clerical error and will be submitted in a timely manner in the future.

Please share this information with all people who drink this water, especially those who may not have received this notice directly (i.e., people in apartments, nursing homes, schools, and businesses).  You can do this by posting this notice in a public place or distributing copies by hand or mail.
