THE CITY COUNCIL FOR THE CITY OF HASLET, TEXAS WILL CONVENE IN REGULAR SESSION AT 7:00 P.M. ON MONDAY, MAY 19, 2008 IN THE HASLET COMMUNITY CENTER LOCATED AT 105 MAIN STREET.

AGENDA

1.          Call to Order and Announce a Quorum is Present.

2.          Invocation followed by the Pledge of Allegiance.

3.          Presentation to outgoing Council Member LaGrassa and swearing in of new and re-elected Council Members.

4.          Citizen Participation and Comments:   (Please fill out a “Citizen Comment” form to address the Council and turn it into the City Secretary prior to the beginning of the meeting.   Speakers are normally allowed three minutes - the Council may adjust time limits).

5.          Consent Agenda:  (All items listed under the Consent Agenda are considered routine and may be enacted by one motion.   If discussion is desired, the item may be removed, discussed, and acted on separately).

12.        Consider and act on approving 4A Economic Development Corporation’s projects:

A.         Project #1 – Expenditure of $250,000 for the construction of asphalt transitions on the north side of Westport Parkway at Intermodal and the east side of Highway 156 at Intermodal.

B.          Project #2 – Expenditure of $45,000 for the engineering fees to increase Intermodal Parkway to a 4-lane road from the intersection of Intermodal Parkway and Westport Parkway north to the BNSF Railway.

C.         Project #3 – Expenditure of $137,125 for ¼ of the infrastructure improvements for the Haslet Corners Project on Highway 156 and Avondale Haslet Road.

13.        Consider and act on approving the 4A Economic Development Budget for the remaining of the fiscal year 2008.

14.        Consider and act on Ordinance No. 0501-08 amending the Personnel Policies to reflect that the City does not pay into the Social Security system for retirement or disability.  

15.        Workshops:

            A.         Curfews for youth.

            B.          Alternates for board and commissions.

16.        Executive Session:   The City Council may enter into Executive Session during the meeting to seek legal advice from its attorney on any posted agenda item, or to discuss any item that is authorized by the Texas Open Meetings Act to be discussed in closed session, including:

            A.         Section 551.072, Government Code, deliberation regarding real property.

B.          Section 551.071, Government Code, – Consultation with Attorney; A governmental body may not conduct a private consultation with its attorney except:   (1) when the governmental body seeks the advice of its attorney about: (A) pending or contemplated litigation; or    (B) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter.

            C.         Section 551.087, Government Code, deliberation regarding economic development negotiations.

            D.         Section 551.074, Government Code, to deliberate regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee.

            E.         Section 551.073, Government Code, to deliberate about gifts or donations to the City.

17.        Consider and act on executive session items.

18.        Consider and act on items to be placed on the next agenda.

19.        Adjourn.
