3.          Citizen Participation and Comments:   (Please fill out a “Citizen Comment” form to address the Council and turn into the City Secretary prior to the beginning of the meeting.   Speakers are normally allowed three minutes – the Council may adjust time limits.)

4.          Consider and act on the February 18, 2008 minutes.

5.          Presentation of Proclamation to Tarrant County Meals On Wheels.   

6.          Application from Chief Oil & Gas LLC for a Specific Use Permit to allow a gas well, Alliance #H-3H, on the following property: being a 2.80 acre tract of land more or less out of a larger tract of land situated in the M.E.P. & P. RR. Co. Survey, Abstract Number 1135, Tract 1A, Tarrant County, Texas and being a portion of that certain tract of land described by deed to the ADL Development, L.P., Deed Records, Tarrant County, Texas and being more commonly referred to as the northeast corner of the intersection of Intermodal Parkway and Railhead Drive.

            A.         Public Hearing.

            B.          Consider and act on Specific Use Permit.

            B.          Consider and act on Specific Use Permit.

8.          Consider and act on purchase order for concrete roadway from Second Street to Haslet Community Park parking lot.

9.          Consider and act on raising the Fire Department Stipends.

10.        Consider and act on allowing the Haslet Sports Association to borrow the City grader in order to grade the ball fields at the Heritage Baptist Church.

11.        Consider and act on waiving the fee for a variance request from the owner of 128 Odessa Drive.

12.        Executive Session:   The City Council may enter into Executive Session during the meeting to seek legal advice from its attorney on any posted agenda item, or to discuss any item that is authorized by the Texas Open Meetings Act to be discussed in closed session, including:

            A.         Section 551.072, Government Code, deliberation regarding real property.

B.          Section 551.071, Government Code, – Consultation with Attorney; A governmental body may not conduct a private consultation with its attorney except:   (1) when the governmental body seeks the advice of its attorney about: (A) pending or contemplated litigation; or    (B) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter.

            C.         Section 551.087, Government Code, deliberation regarding economic development negotiations.

            D.         Section 551.074, Government Code, to deliberate regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee.

            E.         Section 551.073, Government Code, to deliberate about gifts or donations to the City.

13.         Consider and act on executive session items.

14.         Consider and act on items to be placed on the next agenda.

15.         Adjourn.
