THE CITY COUNCIL FOR THE CITY OF HASLET, TEXAS WILL CONVENE IN REGULAR SESSION AT 7:00 P.M. ON MONDAY, FEBRUARY 18, 2008 IN THE HASLET COMMUNITY CENTER LOCATED AT 105 MAIN STREET, HASLET, TEXAS.

 

AGENDA

 

1.          Call to Order and Announce a Quorum is Present.

 

2.          Invocation followed by Pledge of Allegiance.

 

3.          Public Notification of the United States Postal Service’s intent to expand the existing main post office in Haslet.   Public comments encouraged.

 

4.          Citizen Participation and Comments:   (Please fill out a “Citizen Comment” form to address the Council and turn it into the City Secretary prior to the beginning of the meeting.   Speakers are normally allowed three minutes – the Council may adjust time limits)

 

5.          Consider and act on approving applicants for the Haslet Volunteer Fire Department.

 

6.          Consent Agenda:   (All items listed under the Consent Agenda are considered routine and may be enacted by one motion.   If discussion is desired, the item may be removed, discussed, and acted on separately)

 

            A.         February 4, 2008 minutes.

            B.          Reports:

                        1)          January Investment Report

7.          Consider and act on Budget Reports.

10.        Application from Southwest Gas Pipeline for a Specific Use Permit to allow a gas pipeline on the following properties:   Originating at a gas well pad site located in Abstract 1902, Tract 1, and running along the north border of that tract and along the north border of Tract 1H of Abstract 1132.   The proposed pipeline’s length is 3,550.51 feet and will be located around the 250 block of Keller-Haslet Road North.

 

11.        Final Plat and Site Plan for Mesilla Valley Transportation located on a 20.023 acre tract of land in the B. Lavois Survey, Abstract No. 991, in Tarrant County, Texas more commonly referred to as the west side of Harmon Road near the intersection of Harmon Road and Intermodal Parkway.

 

            A.         Consider and act on Site Plan.

            B.          Consider and act on Preliminary Plat.

 

12.        2nd Reading, consideration, and action on Resolution No. R0201-08 authorizing the 4B Economic Development Corporation’s expenditure of up to $115,000 plus closing cost for the purchase of property located 210 Main Street and up to $85,000 plus closing cost for the property located at 105 Highway 156.

 

13.        Consider and act on Park Board’s recommendation for improvements to the Haslet City Parks.

 

14.        Consider and act on the Park Board recommendation to approve moving the current Park Board Place #9 (Alternate #2) to fill the vacancy in Place #6 and approve the recommended appointment to fill Place #9 (Alternate #2).

 

15.        Consider and act on Resolution No. R0203-08 calling for a General Election to be held on May 10, 2008 for the purpose of electing council members to Place 1, 3 and 5 and approving a joint election with Tarrant County.

 

16.        Consider and act on Resolution No. R0204-08, a joint Resolution and Agreement between the City of Haslet and the City of Fort Worth releasing and accepting Extraterritorial Jurisdiction.  

 

17.        Executive Session:   The City Council may enter into Executive Session during the meeting to seek legal advice from its attorney on any posted agenda item, or to discuss any item that is authorized by the Texas Open Meetings Act to be discussed in closed session, including:

            A.         Section 551.072, Government Code, deliberation regarding real property.

B.          Section 551.071, Government Code, – Consultation with Attorney; A governmental body may not conduct a private consultation with its attorney except:   (1) when the governmental body seeks the advice of its attorney about: (A) pending or contemplated litigation; or    (B) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter.

            C.         Section 551.087, Government Code, deliberation regarding economic development negotiations.

            D.         Section 551.074, Government Code, to deliberate regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee.

            E.         Section 551.073, Government Code, to deliberate about gifts or donations to the City.

           

18.         Consider and act on executive session items.

 

19.         Consider and act on items to be placed on the next agenda.

 

20.         Adjourn.
