THE CITY COUNCIL FOR THE CITY OF HASLET, TEXAS WILL CONVENE IN REGULAR SESSION AT 7:00 P.M. ON MONDAY, FEBRUARY 4, 2008 IN THE HASLET COMMUNITY CENTER LOCATED AT 105 MAIN STREET.

AGENDA

1.          Call to Order and Announce a Quorum is present.

2.          Invocation followed by the Pledge of Allegiance.

3.          Citizen Participation and Comments:   (Please fill out a “Citizen Comment” form to address the Council and turn into the City Secretary prior to the beginning of the meeting.   Speakers are normally allowed three minutes – the Council may adjust time limits.)

4.          Consider and act on the January 21, 2008 minutes.

5.          Consider and act on allowing the Haslet Sports Association to construct additional backstops at John Gammill Park, Haslet Community Park, and the Practice Fields behind the Fire Department.

6.          Presentation and action on the 2006-2007 Financial Audit.

7.          First Reading of Resolution No. R0201-08 authorizing the 4B Economic Development Corporation project and expenditure of up to $200,000 plus closing cost of the property located at 210 Main Street and 105 Highway 156 N. in order to promote new or expanded business development in the City.  

8.          Consider and act on Resolution No. R0202-08 appointing a Public Power Pool Member Representative and a Technical Committee Representative to make decisions related to power procurements (Electric Providers).  

9.          Consider and act on Ordinance No. 0201-08 approving a settlement agreement between The Atmos Cities Steering Committee and Atmos Energy Corporation regarding the company’s statement of intent to change gas rates in all cities exercising original jurisdiction.

10.         Consider and act on Extra-Territorial Jurisdiction (E.T.J.) and City Limit boundary adjustments between the City of Haslet and the City of Fort Worth.

11.         Executive Session:   The City Council may enter into Executive Session during the meeting to seek legal advice from its attorney on any posted agenda item, or to discuss any item that is authorized by the Texas Open Meetings Act to be discussed in closed session, including:

            A.         Section 551.072, Government Code, deliberation regarding real property.

B.          Section 551.071, Government Code, – Consultation with Attorney; A governmental body may not conduct a private consultation with its attorney except:   (1) when the governmental body seeks the advice of its attorney about: (A) pending or contemplated litigation; or    (B) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter.

            C.         Section 551.087, Government Code, deliberation regarding economic development negotiations.

            D.         Section 551.074, Government Code, to deliberate regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee.

            E.         Section 551.073, Government Code, to deliberate about gifts or donations to the City.

12.         Consider and act on executive session items.

13.         Consider and act on items to be placed on the next agenda.

14.         Adjourn.
