THE CITY COUNCIL FOR THE CITY OF HASLET, TEXAS WILL CONVENE IN REGULAR SESSION AT 7:00 P.M. ON MONDAY, JANUARY 7, 2008 IN THE HASLET COMMUNITY CENTER LOCATED AT 105 MAIN STREET.

AMENDED AGENDA

1.          Call to Order and Announce a Quorum is present.

2.          Invocation followed by the Pledge of Allegiance.

3.          Citizen Participation and Comments:   (Please fill out a “Citizen Comment” form to address the Council and turn into the City Secretary prior to the beginning of the meeting.   Speakers are normally allowed three minutes – the Council may adjust time limits.)

4.          Consider and act on the December 17, 2007 minutes.

5.          A pplication from Chief Oil & Gas LLC for a Specific Use Permit to allow a gas well Alliance #M-1H, on the following property: being a 2.318 acre tract of land more or less situated in the G. Overton Survey, Abstract Number 1185, Tract 2A, Tarrant County, Texas and being a portion of that certain tract of land described by deed to the ADL Development, L.P., Deed Records, Tarrant County, Texas and being more commonly referred to as the southeast corner of the intersection of Intermodal Parkway and Highway 156 just east of the BNSF railroad tracks.

            A.         Public Hearing.

            B.          Consider and act on Specific Use Permit for Alliance #M-1H.

6.          Application from Chief Oil & Gas LLC for a Specific Use Permit to allow a gas well Alliance-Airport # 2H, on the following property: being a 2.318 acre tract of land more or less situated in the G. Overton Survey, Abstract Number 1185, Tract 2A, Tarrant County, Texas and being a portion of that certain tract of land described by deed to the ADL Development, L.P., Deed Records, Tarrant County, Texas and being more commonly referred to as the southeast corner of the intersection of Intermodal Parkway and Highway 156 just east of the BNSF railroad tracks.

            A.         Public Hearing.

            B.          Consider and act on Specific Use Permit for Alliance Airport #2H.

7.          Application from Chief Oil & Gas LLC for a Specific Use Permit to allow a gas well Alliance-Haslet Unit #1H, on the following property: being a 2.350 acre tract of land more or less situated in the M.E.P. & P.R.R. Survey, Abstract Number 1132, Tarrant County, Texas and being a part of that certain tract of land described by deed to the AIL Investment, L.P., recorded in Volume 13697, Page 496, Deed Records, Tarrant County, Texas and being more commonly referred to just west of Old Town Haslet, Texas just east of the BNSF railroad tracks.

            A.         Public Hearing.

            B.          Consider and act on Specific Use Permit Alliance-Haslet Unit #1H.

8.          Consider and act on the Community Facility Agreement (CFA) for The Meadow-Haslet Phase Two.

9.          Consider and act on accepting the submitted bid and request that the County award the construction contract for the 33^rd Year CDBG Project (Original Town Street Replacement Project) to Quality Excavation, LTD for the Total Amount Bid of $96,301.10 and pledge to Tarrant County the additional $20,258.10 necessary to cover construction cost and pre-authorize contingency funds of 3% ($2,889.03) of the Total Amount Bid.

10.         Discussion and direction on possible projects for the 34^th CDBG Project.

11.         Consider and act on Resolution No. R0101-08 regarding the establishment of the Alliance Aviation Center of Excellence’s Intermediate-Level Pilot Training Program.

12.         Re-consider and act on lowering the speed limit on Highway 156 all the way to Bonds Ranch Road and the installation of cameras at traffic lights.

13.         Consider and act on changes to the Personnel Policy concerning changing the holiday schedule (Section 5-1).

            ADDENDUM - Consider and act on issuing a Certificate of Occupancy to the Subway in the Haslet Park Addition.  

14.         Executive Session:   The City Council may enter into Executive Session during the meeting to seek legal advice from its attorney on any posted agenda item, or to discuss any item that is authorized by the Texas Open Meetings Act to be discussed in closed session, including:

            A.         Section 551.072, Government Code, deliberation regarding real property.

B.          Section 551.071, Government Code, – Consultation with Attorney; A governmental body may not conduct a private consultation with its attorney except:   (1) when the governmental body seeks the advice of its attorney about: (A) pending or contemplated litigation; or    (B) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter.

            C.         Section 551.087, Government Code, deliberation regarding economic development negotiations.

            D.         Section 551.074, Government Code, to deliberate regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee.

            E.         Section 551.073, Government Code, to deliberate about gifts or donations to the City.

15.         Consider and act on executive session items.

16.         Consider and act on items to be placed on the next agenda.

17.         Adjourn.
