THE CITY COUNCIL FOR THE CITY OF HASLET, TEXAS WILL CONVENE IN REGULAR SESSION AT 7:00 P.M. ON MONDAY, NOVEMBER 5, 2007 IN THE HASLET COMMUNITY CENTER LOCATED AT 105 MAIN STREET.

AGENDA

1.          Call to Order and Announce a Quorum is present.

2.          Invocation followed by the Pledge of Allegiance.

3.          Citizen Participation and Comments:   (Please fill out a “Citizen Comment” form to address the Council and turn into the City Secretary prior to the beginning of the meeting.   Speakers are normally allowed three minutes – the Council may adjust time limits.)

4.          Consider and act on the October 15, 2007 minutes.

5.          Consider and act on appointment to Place #7 on the Library Board.

6.          Consider and act the Park Board’s request to switch the members that now hold Place #2 and Place #9 (Alternate #1) on the Park Board.

7.          Consider and act on approval of the 4B Economic Development Corporation’s project of purchasing the property at 201 N. Highway 156 N.

8.          Consider and act on Resolution No. 1101-07 casting three (3) votes for a candidate or candidates for the Directors of the Tarrant Appraisal District.  

9.          Consider and act on Resolution No. 1102-07 casting one (1) vote for a candidate for the Directors of the Denton Central Appraisal District.  

10.        Consider and act on Resolution No. 1103-07 supporting the constitutional amendment (Proposition 12) providing for the issuance of general obligation bonds by the Texas Transportation Commission in an amount not to exceed $5 billion to provide funding for highway improvement projects.

11.        Consider and act on Resolution No. 1104-07 entering into an Agreement with Texas Comptroller of Public Accounts for a Cooperative Purchasing Program.  

12.        Consider and act on Resolution No. 1105-07 stating that the City Council has reviewed and recorded any changes to the City of Haslet Investment Policy.

13.        Consider and act on Resolution No. 1106-07 creating a General Fund Balance Policy for the City of Haslet.

14.        Executive Session:   The City Council may enter into Executive Session during the meeting to seek legal advice from its attorney on any posted agenda item, or to discuss any item that is authorized by the Texas Open Meetings Act to be discussed in closed session, including:

            A.         Section 551.072, Government Code, deliberation regarding real property.

B.         Section 551.071, Government Code, – Consultation with Attorney; A governmental body may not conduct a private consultation with its attorney except:   (1) when the governmental body seeks the advice of its attorney about: (A) pending or contemplated litigation; or    (B) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter.

            C.         Section 551.087, Government Code, deliberation regarding economic development negotiations.

            D.         Section 551.074, Government Code, to deliberate regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee.

15.        Consider and act on executive session items.

16.        Consider and act on items to be placed on the next agenda.

17.        Adjourn.
