THE CITY COUNCIL FOR THE CITY OF HASLET, TEXAS WILL CONVENE IN REGULAR SESSION AT 7:00 P.M. ON MONDAY, OCTOBER 1, 2007 IN THE HASLET COMMUNITY CENTER LOCATED AT 105 MAIN STREET.

AGENDA

1.          Call to Order and Announce a Quorum is present.

2.          Invocation followed by the Pledge of Allegiance.

3.          Citizen Participation and Comments:   (Please fill out a “Citizen Comment” form to address the Council and turn into the City Secretary prior to the beginning of the meeting.   Speakers are normally allowed three minutes – the Council may adjust time limits.)

4.          Consider and act on the September 17, 2007 minutes.

5.          Consider and act on the Agreement between the City of Haslet and the Texas Department of Transportation to provide information necessary to deny renewal of the driver license of a person who fails to appear for a complaint or citation or who fails to pay or satisfy a judgment.  

6.          Consider and act on appointing a Planning and Zoning Commission Chairperson for the October 1, 2007 through September 30, 2008 term.

7.          Consider and act on the appointment to the position of Ad Hoc, Place #2 on the Capital Improvement Advisory Committee.

8.          Consider and act on Resolution No. 1001-07 suspending the October 25, 2007 effective date of Atmos Energy, Corp. requested rate change.

9.          Consider and act on Park Board request for the Council to select a name for the new park.

10.        Consider and act on MELA Contracting request for a reduction in the retainage amount being held for the FM156 South Pump Station Improvements.

11.        Ordinance No. 0902-07 adopting the Budget for the fiscal year October 1, 2007 through September 30, 2008.   This budget will raise more total property taxes than last year’s budget by $32,708, a three percent 3% increase, and of that amount $3,177 is tax revenue to be raised from new property added to the tax roll this year. (Previously adopted at the September 17, 2007 meeting, however a re-vote is required for procedural purposes).

12.        Consider and act on ratifying the October 1, 2007 through September 30, 2008 Budget.

13.        Executive Session:   The City Council may enter into Executive Session during the meeting to seek legal advice from its attorney on any posted agenda item, or to discuss any item that is authorized by the Texas Open Meetings Act to be discussed in closed session, including:

            A.         Section 551.072, Government Code, deliberation regarding real property.

B.         Section 551.071, Government Code, – Consultation with Attorney; A governmental body may not conduct a private consultation with its attorney except:   (1) when the governmental body seeks the advice of its attorney about: (A) pending or contemplated litigation; or    (B) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter.

            C.         Section 551.087, Government Code, deliberation regarding economic development negotiations.

            D.         Section 551.074, Government Code, to deliberate regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee.

            E.         Section 551.073, Government Code, to deliberate about gifts or donations to the City.

14.        Consider and act on executive session items.

15.        Consider and act on items to be placed on the next agenda.

16.        Adjourn.
