THE CITY COUNCIL FOR THE CITY OF HASLET, TEXAS WILL CONVENE IN REGULAR SESSION AT 7:00 P.M. ON TUESDAY, JANUARY 2, 2007 IN THE HASLET COMMUNITY CENTER LOCATED AT 105 MAIN STREET.

 

AGENDA

 

1.          Call to Order and Announce a Quorum is Present.

 

2.            Invocation followed by the Pledge of Allegiance.

 

3.          Citizen Participation and Comments:   Please fill out a “Citizen Comment” form to address the Council and turn it into the City Secretary prior to the beginning of the meeting.   Speakers are normally allowed three minutes (time limits may be adjusted by the Council).

 

4.             Consider and act on the December 18, 2006 minutes.

 

5.             Application of XTO Energy, Inc. for a Specific Use Permit to allow a gas well on the following property:   Brumbaugh #8, being a 2.066 acre tract of land situated in the William Scott Survey, Abstract No. 1957 and the Silas Ledford Survey, Abstract No. 1825, City of Haslet, Tarrant County, Texas and being a portion of a tract of land described as Tract II in a deed to Lovene Brumbaugh as recorded in Volume 9187, Page 136 of the Deed Records of Tarrant County, Texas (DRTCT), more commonly referred to as the south of Westport Parkway and east of Intermodal Parkway.

 

            A.             Public Hearing

            B.             Consider and act on Specific Use Permit

8.             Ordinance No. 0101-07, Zoning Change Request of Baird, Hampton & Brown to change the current zoning classification of (AG) Agricultural Homesites District to (LR) Local Retail on an approximate 11.196 acre tract of land located in the Coleman Boyd Survey, Abstract No. 225, City of Haslet, Tarrant County, Texas, being the same Tract One as described in a deed to Dorothy Jo Sullivan and Timothy Arthur Sullivan and recorded in County Clerk’s File Number D204148388, Deed Records, Tarrant County, Texas more commonly referred to as property located on the southeast corner of Avondale Haslet Road between F.M. 156 and the railroad.

            B.             Consider and act on Ordinance No. 0101-07

 

9.             Affirmation of Planning and Zoning Commission denial for zoning change request of Carter and Burgess to change the current zoning classification of (AG) Agricultural Homesites District and (I) Industrial District to (AF) Airport Facilities District an approximate 104.0 acre tract of land situated in the C.P. O’Briant Survey, Abstract Number 1132, Tarrant County, Texas, and being all of that certain tract of land described by deed to Intermodal Container, LLC., as recorded in County Clerk’s Filing Number D206355318, Deed Records, Tarrant, and all of Tract 2, as described by deed to TWO SR, L.P., as recorded in Volume 16320, Page 169, Deed Records, Tarrant County, Texas, more commonly referred to as the southeast and southwest corners of John Day Road and Keller-Haslet Road.

 

10.             Consider and act on Community Facility Agreement (CFA) for Haslet Park Shopping Center.

 

11.             Consider and act on Resolution No. R0101-07 supporting the realignment of F.M. 156 between Main Street and S.H. 114.

 

12.             Consider and act on Resolution No. R0102-07 dedicating five (5) acres of parkland in the proposed Haslet Community Park as open space for perpetuity, as required by the Texas Parks and Wildlife Department.

 

13.             Consider and act on approving a project for the 33rd Year Community Block Development Grant.

 

14.             Executive Session:   The City Council may enter into Executive Session during the meeting to seek legal advice from its attorney on any posted agenda item, or to discuss any item that is authorized by the Texas Open Meetings Act to be discussed in closed session, including:

            A.             Section 551.072, Government Code, deliberation regarding real property.

B.          Section 551.071, Government Code, – Consultation with Attorney; A governmental body may not conduct a private consultation with its attorney except:   (1) when the governmental body seeks the advice of its attorney about: (A) pending or contemplated litigation; or    (B) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this chapter.

            C. Section 551.087, Government Code, deliberation regarding economic development negotiations.

            D. Section 551.074, Government Code, to deliberate regarding the appointment, employment, evaluation, reassignment, duties, discipline, or dismissal of a public officer or employee.

            E. Section 551.073, Government Code, to deliberate about gifts or donations to the City.

 

15.             Consider and act on executive session items.

 

16.       Consider and act on items to be placed on the next agenda.

 

17.       Adjourn.
