THE PLANNING AND ZONING COMMISSION FOR THE CITY OF HASLET, TEXAS WILL CONVENE IN REGULAR SESSION ON MONDAY, JUNE 25, 2007 AT 6:30 P.M. IN THE HASLET COMMUNITY CENTER LOCATED AT 105 MAIN STREET.

 

AGENDA

 

1.          Call to order and announce a quorum is present.

 

2.          Oaths of Office:

            A.          Place 8 – Alternate # 1.

 

3.          Citizen Participation and Comments.   Please fill out a “Citizen Comment” form in order to address the Planning & Zoning Commission, and turn the form in prior to the Citizens Comments to the Planning & Zoning Secretary.   Speakers are normally limited to three minutes (time limits can be adjusted by the Planning & Zoning Commission).    

           

4.          Consider and act on approval of the May 22, 2007 minutes.

 

5.          Presentation from the Mesa Group for an Old Town development plan.

 

6.          Consider and act on the recommendation to City Council on the S.U.P. application from XTO Energy Inc. for E.P.R.I. # 5H, a gas well to be located on a 2.066 acre tract of land in the M.E.P. & P. R.R. Co. Survey No. 7, Abstract No. 1126, Tarrant County, Texas being a part of the Electric Power Research Institute, Inc. (E.P.R.I.) Tract recorded in Instrument No. 204043474 Official Deed Records of Tarrant County, or per tax tract A-1126, Tr. 1G.   Being more commonly referred to as the 100 Research Drive property.

 

            A.          Public hearing.

            B.          Consider and act on the recommendation to the City Council.

 

7.          Consider and act on the recommendation to City Council on the S.U.P. application from Devon Energy Production Company, LP for   Perryman # 3H, a gas well to be located on a parcel of land situated in Tarrant County, Texas, being a portion of the E. Hopkins Survey and being 258 acres, more or less, out of a 518.7 acre tract conveyed to W.R. Ross and John C. Hicks by deed recorded in Volume 1586, page 22, Deed Records of Tarrant County, Texas said 258 acres more or less, and more commonly referred to as the far north side of the 900 block of Blue Mound Road East.

 

            A.          Public Hearing.

            B.          Consider and act on the recommendation to the City Council.

 

8.          Consider and act on the recommendation to City Council on the S.U.P. application from Devon Energy Production Company, LP for LBJ Blakely # 1H, a gas well that is located on a 687.7 acre tract of land within the M.E.P. & P.R.R. Co. Survey, No. 11, A-1132, the Wm. Bramlett & Ryan Survey No. 12, A-227, the M.E.P. & P.R.R. Co. Survey, No. 13, A-1129, and the W.G. Finley Survey, A-1902 in Tarrant County, Texas.   And more commonly referred to as west side of F.M. Hwy 156 just north of Old Town Haslet.

            

            A.          Public hearing.

            B.          Consider and act on the recommendation to the City Council.

 

9.          Consider and act on the recommendation to City Council on the S.U.P. application from Devon Energy Production Company, LP for Lottie Barton Johnson # 37H, a gas well located on a 687.7 acre tract of land within the M.E.P. & P.R.R. Co. Survey, No. 11, A-1132, the Wm. Bramlett & Ryan Survey No. 12, A-227, the M.E.P. & P.R.R. Co. Survey, No. 13, A-1129, and the W.G. Finley Survey, A-1902 in Tarrant County, Texas.   And more commonly referred to as west side of F.M. Hwy 156 just north of Old Town Haslet.

 

            A.          Public hearing.

            B.          Consider and act on the recommendation to the City Council.

 

10.         Consider and act on the Preliminary Plat (Phases 1 and 2) submission from Fred Joyce for “The Meadow” subdivision.   The property is located just north of the “Ashmore Farms” subdivision on the west side of Highway 156.

 

            A.          Public hearing.

            B.          Consider and act on the recommendation to the City Council.

 

11.         Consider and act on the Final Plat submission Fred Joyce for Phase 2 of “The Meadow” subdivision.   The property is located just north of the “Ashmore Farms” subdivision on the west side of Highway 156.

 

            A.          Public hearing.

            B.          Consider and act on the recommendation to the City Council.

 

            12.         Consider and possible action on a Wind Turbine/Wind Power ordinance.

                        A.          Workshop.

                        B.          Consider and act on the recommendation to the City Council.

 

13.         Executive Session:   The Planning and Zoning Commission may enter into Executive Session during the meeting to seek legal advice from its attorney on any posted agenda item, or to discuss any item that is authorized by the Texas Open Meetings Act to be discussed in closed session, including:

A.          Section 551.071, Government Code, – Consultation with Attorney; A governmental body may not conduct a private consultation with its attorney except:   (1) when the governmental body seeks the advice of its attorney about: (A) pending or contemplated litigation; or    (B) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this Chapter.

 

14.         Consider and act on executive session items.

 

15.         Items to be placed on the next agenda.

 

16.         Adjourn.
