Planning & Zoning Commission - May 29, 2008

THE PLANNING AND ZONING COMMISSION FOR THE CITY OF HASLET, TEXAS WILL CONVENE IN REGULAR SESSION ON THURSDAY, MAY 29, 2008 AT 6:30 P.M. IN THE HASLET COMMUNITY CENTER LOCATED AT 105 MAIN STREET.

 

AGENDA

 

1.          Call to order and announce a quorum is present.

 

2.          Citizen Participation and Comments.   Please fill out a “Citizen Comment” form in order           to         address the Planning & Zoning Commission, and turn the form in prior to the Citizens     Comments to the Planning & Zoning Secretary.   Speakers are normally limited to three minutes      (time limits can be adjusted by the Planning & Zoning Commission).    

           

3.          Consider and act on approval of the April 28, 2008 and May 17, 2008 meeting minutes.

 

4.          Application from Chief Oil & Gas LLC for a Specific Use Permit to allow a gas well        Alliance-Haslet unit # 2H, on the following property: being a 2.848 acre tract of land more or    less out of a larger tract of land situated in the M.E.P. & P. RR. Co. Survey, Abstract          Number 1132, Tarrant County, Texas and being a portion of that certain tract of   land described          by deed to the AIL Investment, L.P., recorded Volume 13697, Page 496,             Deed Records, Tarrant             County, Texas and being more commonly referred to just west of  Old Town Haslet, Texas           just east of the BNSF railroad tracks.   

             A.         Public hearing.

            B.          Consider and act on the recommendation to the City Council.

6.          Consider and act on the recommendation to the City Council on the amended final plat      submittal from Fred Joyce, Developer for “The Meadows-Phase II”.   The property is located            just north of the “Ashmore Farms” subdivision on the west side of Highway 156.

            A.        Public hearing.

            B.          Consider and act on the recommendation to the City Council.

 

 

7.          Consider and act on the recommendation to the City Council on the proposed ordinance    regarding noise and screening requirements for gas wells.   Specifically, an amendment to        the gas well ordinance concerning noise suppression and screening requirements.

             A.         Public hearing.

            B.          Consider and act on the recommendation to the City Council.

 

8.          Consider and act on the recommendation to the City Council on the proposed ordinance    regarding pipelines.   More specifically, an ordinance regulating the mapping, inventorying,     installing, or relocating of common carrier pipelines over, under, along, or across a public   street,   alley or area within the boundaries of the city and establishing conditions for             mapping common carrier pipelines within the city’s extraterritorial jurisdiction.

 

9.          Consider and act on the recommendation to the City Council on the proposed ordinance    regarding off street parking requirements in the Old Town District.   More specifically, an       ordinance restricting the parking of oversized commercial vehicles in the Old Town District.

 

10.         Workshop and possible recommendation to the City Council on possible changes to the City of       Haslet Land Use Plan.

            A.         Workshop.

            B.          Consider and act on recommendation to the City Council.

 

11.         Executive Session:   The Planning and Zoning Commission may enter into Executive       Session             during the meeting to seek legal advice from its attorney on any posted agenda item,      or to discuss any item that is authorized by the Texas Open Meetings Act to be       discussed in closed session, including:

A.         Section 551.071, Government Code, – Consultation with Attorney; A governmental body may not conduct a private consultation with its attorney except:   (1) when the governmental body seeks the advice of its attorney about: (A) pending or contemplated litigation; or (B) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this Chapter.

 

12.         Consider and act on executive session items.

 

13.         Items to be placed on the next agenda.

 

14.         Adjourn.
