THE PLANNING AND ZONING COMMISSION FOR THE CITY OF HASLET, TEXAS WILL CONVENE IN REGULAR SESSION ON MONDAY, OCTOBER 29, 2007 AT 6:30 P.M. IN THE HASLET COMMUNITY CENTER LOCATED AT 105 MAIN STREET.

 

AGENDA

 

1.          Call to order and announce a quorum is present.

 

2.          Oaths of Office:

            A.         Place 1

            B.         Place 3

            C.         Place 5

            D.         Place 7

            E.          Place 9 – Alternate # 2.

 

3.          Consider and act on the election of the Planning and Zoning Vice Chairman.

 

4.          Citizen Participation and Comments.   Please fill out a “Citizen Comment” form in order to address the Planning & Zoning Commission, and turn the form in prior to the Citizens Comments to the Planning & Zoning Secretary.   Speakers are normally limited to three minutes (time limits can be adjusted by the Planning & Zoning Commission).    

           

5.          Consider and act on approval of the August 27, 2007 minutes.

 

6.          Consider and act on the recommendation to the City Council on the application from         XTO Energy, Inc. for a Specific Use Permit to allow a gas well on the following          property:   Brumbaugh #13, being a 2.839 acre tract of land situated in the Eldridge Hopkins Survey, Abstract 646, Tract 1C, Tarrant County, Texas, and being a portion of        the called 583.202 acre Brumbaugh Unit and more commonly referred to as just north of 900 block of Blue Mound Road East.

 

            A.         Public hearing.

            B.         Consider and act on the recommendation to the City Council.

 

7.          Consider and act on the recommendation to the City Council on the application from        XTO Energy, Inc. for a Specific Use Permit to allow a gas well on the following          property:   Brumbaugh #14, being a 2.839 acre tract of land situated in the Eldridge Hopkins Survey, Abstract 646, Tract 1C, Tarrant County, Texas, and being a portion of        the called 583.202 acre Brumbaugh Unit and more commonly referred to as just north of 900 block of Blue Mound Road East.

            A.         Public hearing.

            B.         Consider and act on the recommendation to the City Council.

8.          Consider and act on the recommendation to the City Council on the application from        XTO Energy, Inc. for a Specific Use Permit to allow a gas well on the following          property: Brumbaugh #15, being a 2.839 acre tract of land situated in the Eldridge Hopkins Survey, Abstract 646, Tract 1C, Tarrant County, Texas, and being a portion of        the called 583.202 acre Brumbaugh Unit and more commonly referred to as just north of 900 block of Blue Mound Road East.

            A.         Public hearing.

            B.         Consider and act on the recommendation to the City Council.

 

9.          Consider and act on the recommendation to the City Council on the S.U.P. application     from Barnett Gathering, L Application from Barnett Gathering L.P. for a Specific Use    Permit to allow a gas pipeline on the following properties:   Originating at a gas well pad   site on Block 1, Lot 19R in the Hugh White Estates Subdivision and being a centerline             situated in the G. M. Lewis Survey, Abstract Number 966 and the J. M. Goodwin Survey,            Abstract Number 611, and ending at Tract 2A, J. M. Goodwin Survey, Abstract Number 611 in the Tarrant County, Texas.   The proposed pipeline’s length is 3,214 feet and will          be located in a portion of the Hugh White Estates Subdivision, Haslet, Texas.

 

            A.         Public hearing.

            B.         Consider and act on the recommendation to the City Council.

 

10.        Consider and act on the recommendation to the City Council for a Zoning change to         change from the current zoning classification of (AG) Agricultural Homesites District          and (I) Industrial District to (PD-I) Planned Development-Industrial District, an             approximate 104.9 acre tract of land situated in the C. P. O’Briant Survey, Abstract      Number 1132, Tarrant County, Texas, and being all of that certain tract of land described         by deed to Intermodal Container, LLC., as recorded in County Clerk’s Filing Number             D206355318, Deed Records, Tarrant, and all of Tract 2, as described by deed to TWO     SR, L.P., as recorded in Volume 16320, Page 169, Deed Records, Tarrant County, Texas,         more commonly referred to as the southeast and southwest corners of John Day Road and       Keller-Haslet Road.

 

            A.         Public hearing.

            B.         Consider and act on the recommendation to the City Council.

 

 11.       Consider and act on the recommendation to the City Council for a Zoning change to         change from the current zoning classification of (AG) Agricultural Homesites District to      (R-9) Residential District, an approximate 63.559 acre tract of land situated in the E.     Hopkins Survey, Abstract Number 646, the G. M. Lewis Survey, Abstract Number 966,            and the J. W. Goodwin Survey, Abstract Number 611 in the City of Haslet in Tarrant             County, Texas, and being all of that certain tract of land described by deed to Mitchell,    Mitchell, and Mitchell, LTD., as recorded in Volume 14229, Page 603 of Deed Records of Tarrant County, Texas, more commonly referred to as the south side of the 600 block       of Blue Mound Road east.

   

            A.         Public hearing.

            B.         Consider and act on the recommendation to the City Council.

 

12.        Consider and possible action on changing or canceling the December 31, 2007 Planning    and Zoning meeting due to the New Year’s Eve holiday.

           

            13.        Consider and possible action on a Sign Kiosk ordinance.

           

                        A.         Workshop.

                        B.         Consider and act on the recommendation to the City Council.

14.        Executive Session:   The Planning and Zoning Commission may enter into Executive Session during the meeting to seek legal advice from its attorney on any posted agenda item, or to discuss any item that is authorized by the Texas Open Meetings Act to be discussed in closed session, including:

A.         Section 551.071, Government Code, – Consultation with Attorney; A governmental body may not conduct a private consultation with its attorney except:   (1) when the governmental body seeks the advice of its attorney about: (A) pending or contemplated litigation; or    (B) a settlement offer; or (2) on a matter in which the duty of the attorney to the governmental body under the Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas clearly conflicts with this Chapter.

 

15.        Consider and act on executive session items.

 

16.        Items to be placed on the next agenda.

 

17.        Adjourn.
